hikari currently only has a maximize action, which respects docks like bars and whatnot. having a separate, proper fullscreen handler would be nice as well for stuff like mpv.

additionally, I believe the lack of a proper fullscreen handler makes mpv's f keybind not work properly and just do nothing, so that'd be a bonus to fix
